Dubai Number Plates Explained (2026): Codes, Costs and Rules
How Dubai number plates work: what the letter codes mean, what plates cost, replacement fees, the fines to avoid, and how plates work on a rental car.
A Dubai number plate is two things at once. It is the legal identifier the RTA issues alongside your vehicle registration, and - for a small, very visible slice of the market - an asset that can cost more than the car it is bolted to. Most drivers only think about theirs when one gets bent in a car park, disappears after a storm, or turns up attached to a fine.
We run a rental fleet in Dubai as an RTA-authorised dealer and agency, so plates are routine here: registering them, replacing them, and matching Salik charges and fines back to the right car. Here is how the system works - what the code letter means, what plates cost, how to replace one, and which plate rules carry fines worth taking seriously.
The short version
A Dubai plate is a code letter plus up to five digits. RTA releases codes alphabetically, so an early letter generally means an older registration.
Fewer digits, higher price. Auction series use double letters such as CC and DD. Dubai's P 7 sold for Dh55 million in 2023; DD 6 went for Dh37 million in March 2026.
Replacing a plate is cheap: AED 35 short, AED 50 long, plus an AED 70 Dubai Police lost-item certificate if it went missing.
An unclear or covered plate is AED 400. No plates at all is AED 3,000, 23 black points and a 90-day impound.
Faking, altering or moving plates between vehicles is criminal under the 2024 federal traffic law - imprisonment, a fine of at least AED 20,000, or both.
On a rental car the plate is registered to the rental company, which is why Salik crossings and fines reach us first.
How a Dubai number plate is put together
Every Dubai plate carries a code - a letter - and a number of up to five digits. The code is not a region marker and it does not identify the owner. RTA rolls out new code categories alphabetically as the previous ones are used up, which is why the letter is a rough proxy for age: early letters such as A and B sit on older registrations, later ones are recent. The V code was released on 18 July 2023 and sold directly through the RTA website and the Dubai Drive app rather than at auction.
Single letters are the ordinary series almost every car on the road carries. Double letters - CC and DD among them - are the limited series RTA reserves for auction, which is why the ones you do see are usually attached to something expensive.
Plates also come in two physical sizes, short and long, depending on the mounting space the vehicle has. That distinction changes what you pay when a plate needs replacing. Cars must display plates front and rear.
Why some plates cost more than the car
The pricing logic is simple: the fewer the digits, the more the plate is worth. A five-digit plate is a commodity; a single-digit plate is a trophy, and in Dubai a trophy with a charitable dimension, because the headline numbers sell at fundraising auctions run by RTA with Emirates Auction.
Dubai holds the world record. Plate P 7 sold for Dh55 million at the Most Noble Numbers charity auction in April 2023, certified by Guinness World Records as the most expensive plate ever sold. The March 2026 edition was no quieter: DD 6 fetched Dh37 million, DD 16 took Dh9 million, DD 99 went for Dh8.9 million, and DD 100 and DD 999 sold for Dh5.1 million each. The campaign the auction supported raised more than Dh1 billion for the Edge of Life effort against child hunger. Abu Dhabi runs a parallel system using numbered codes rather than letters, and its own plate "1" is the other famous record in the region.
For everyone else, the useful part is that you do not need an auction. RTA sells four- and five-digit plates by direct sale on its website and through the Dubai Drive app, so choosing a number you like is an ordinary transaction rather than a bidding war.
What plates cost at the counter
RTA service fees for issuing a plate, whether you are replacing a damaged one or changing your number:
Short plate - AED 35
Long plate - AED 50
Classical plate (short or long) - AED 150
Luxury plate - AED 500
Dubai branded plate - AED 200
Expo branded plate - AED 100
Motorcycle short plate - AED 25
Replacement vehicle registration card - AED 50
A knowledge and innovation fee is added where it applies. Changing your plate number is open to UAE citizens, residents, GCC nationals, companies, diplomatic bodies and government entities; you need your original Emirates ID, a company letter if the vehicle is registered to a business, and all outstanding fines settled first. Old plates are surrendered when the new ones are handed over.
Lost, stolen or damaged: replacing a plate
Plates come off - heavy rain, a low kerb, an unlucky reverse. The process is short and mostly online:
Report it to Dubai Police and obtain a lost-item certificate at dubaipolice.gov.ae. This costs AED 70 - AED 50 for the service plus AED 20 in knowledge and innovation fees.
Apply on rta.ae using UAE Pass, uploading the police certificate and your Emirates ID.
Pay the plate fee - AED 35 for a short plate, AED 50 for a long one.
Collect the new plate from an approved vehicle testing centre. Applications can also be made in person at a Customer Happiness Centre or a registration and inspection centre.
Do not drive on one plate while you wait - a vehicle displaying a single plate is a fineable offence in its own right.
The plate rules that carry real fines
Three tiers, and the gap between them is large:
Unclear or obscured plate - AED 400. This is the one that catches ordinary drivers. Police have repeatedly warned that a plate hidden by a bike rack, roof box, luggage or cover counts as unclear. Dirt and damage count too.
Driving a vehicle with a single plate - AED 400. Front and rear plates are both required.
Driving without plates - AED 3,000, 23 black points and a 90-day impound. Twenty-three black points is effectively a licence suspension on its own.
Above all of that sits Article 34 of Federal Decree-Law No. 14 of 2024 on Traffic Regulation, which treats plate tampering as a criminal offence rather than a traffic violation. Manufacturing or using counterfeit plates, altering the data on a plate, transferring plates between vehicles without authorisation, or fitting plates in breach of the regulations carry imprisonment, a fine of at least AED 20,000, or both. That is the line between a mistake and a crime, and it is drawn around anything that makes a car harder to identify. Number plates on a rental car
The plate on a rental car is an ordinary Dubai plate, and it is registered to the rental company as the vehicle's owner. That single fact explains most of what customers ask us about.
Anything the system attaches to the plate reaches us first. Salik crossings land on our account and are recharged at cost plus AED 1 per crossing, itemised. Traffic fines are issued against the plate, so they come to us and are passed through to you, itemised, exactly as charged. Registration and plates stay our responsibility - monthly plans include comprehensive insurance, registration, routine maintenance, 24/7 roadside assistance and 4,000 km a month, with a standard refundable deposit of AED 1,500.
Two things we ask of customers. If a plate is damaged, stolen or falls off during your rental, tell us the same day - as the registered owner we handle the police report and the RTA replacement, and the car should not be driven in the meantime. And if you fit a bike rack or load the boot for a road trip, check both plates are still clearly visible before you set off. An AED 400 fine for a plate hidden by a suitcase is avoidable, and it will still be issued against the car.
