International Driving Permit UAE 2026: Do You Need One?
GCC citizens and 25 listed nationalities can rent on their own licence. Everyone else needs an international driving permit, obtained at home before they fly. Here is the 2026 position, the penalties, and the new five-minute permit service at DXB.
It is a fair question and it comes up often at handover: is my own driving licence enough to drive this car, or do I need an international driving permit as well? It sounds like paperwork, and it is not. If the licence in your hand is not one the UAE recognises, the rental contract cannot be issued at all - and if you drive anyway, the penalties under the traffic law that came into force in March 2025 start at AED 2,000 for a first offence.
We run a rental fleet in Dubai as an RTA-authorised dealer and agency, so we check a licence at every handover. Three things decide the answer: your nationality, whether you are visiting or resident here, and whether you brought the permit with you. There is also a new service at Dubai airport, live since the middle of September 2026, that changes the answer for people who live here and want to drive abroad.
The short version
Visitors from the GCC and from the 25 countries named on the Ministry of Economy and Tourism list can rent and drive on their own national licence.
Every other nationality needs an international driving permit alongside that national licence, and it has to be obtained at home before you fly.
Residents cannot use a foreign licence or a permit here at all - a UAE licence is the only option once you hold a residence visa.
Driving on a foreign licence the UAE does not recognise carries a fine of AED 2,000 to AED 10,000 for a first offence.
Since 14 September 2026, holders of a UAE licence can get a permit for driving abroad at Dubai airport in about five minutes.
When your own licence is enough
The Ministry of Economy and Tourism publishes the list that actually governs this, and it is shorter than most travel blogs suggest. GCC citizens may drive on their home licence. So may citizens of Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Japan, South Korea, the Netherlands, New Zealand, Norway, Poland, Portugal, Romania, South Africa, Spain, Sweden, Switzerland, the United Kingdom and the United States. For every other nationality the ministry says an international driving licence is mandatory.
You will see a larger number quoted elsewhere - Gulf News puts it at more than 30 approved nations. The counts differ, so work from the ministry list and ask us before you book if your country is not on it. Our driving licence checker is the quickest way to see where you stand.
Age is the other half of the answer. The legal driving age in the UAE is 18, but the minimum age to rent is 21, and some supercar categories are restricted to drivers over 25. When you need an international driving permit
If your nationality is not on that list, the permit is not optional and it is not a substitute for your licence. It is an official translation of the licence you already hold, so it only works when the two are carried together. Present one without the other and you are, as far as the law is concerned, driving without a recognised licence.
The important practical point is where you get it. The permit issued in the UAE requires an Emirates ID and a valid UAE driving licence, which means a visitor is not eligible for one here - Khaleej Times says plainly that tourists and visit visa holders must obtain theirs in their home country before arriving. Sort it out before you fly. A licence problem discovered at the kerbside is not one we can fix on the spot, because without a licence we can record there is no contract to sign.
Be careful with websites offering to sell you an international permit online in a few minutes. A permit is only worth something if it was issued by the body your own country authorises to issue it. If you are not sure who that is where you live, your national motoring club or licensing authority is the place to ask.
What happens if the licence is not recognised
The federal traffic law that took effect on 29 March 2025 treats this as a serious offence rather than a ticket. Driving with a foreign licence that is not recognised in the UAE carries a fine of AED 2,000 to AED 10,000 for a first offence, and a repeat offence means a minimum of three months in jail together with a fine of AED 5,000 to AED 50,000. Khaleej Times and Gulf News report the same figures.
Driving with no valid licence at all, or with one that does not cover the class of vehicle, is heavier again: up to three months in jail and a fine of AED 5,000 to AED 50,000 for a first offence, rising to a minimum of three months and AED 20,000 to AED 100,000 if it happens again. These are court penalties, not something that lands quietly on a plate.
From our side the rule is set by the contract rather than by us. All rentals in Dubai run on the RTA unified contract, which records the renter's identification, so a car cannot be handed over to someone whose licence we cannot record. Any traffic fine that lands during a rental is passed through to you itemised at the amount the authority charged.
Residents: exchange the licence rather than carry a permit
Once you hold a residence visa the question changes entirely. A foreign licence and a permit both stop working, and you need a UAE licence. If your country is on the exchange list you do not have to sit a driving test to get one, which is the part people are most often surprised by.
The RTA replaced 58,082 foreign driving licences with UAE ones in Dubai during 2025, covering licences issued in 57 countries - 38 European, 13 Asian and Latin American, five GCC states and one African country. British licences were the largest group at 13,165, followed by Turkish at 6,838 and Chinese at 5,300. Kyrgyzstan, Kosovo, North Macedonia, Croatia and the US state of Texas were added most recently.
The process runs through the RTA website or a Customer Happiness Centre: apply, take an eye test at an approved vision testing centre, hand over the original foreign licence and pay the fees. A permit for driving abroad, in five minutes at DXB
The newest piece of this, and the reason it is worth reading about now rather than next year, runs the other way. On 14 September 2026 the General Directorate of Identity and Foreigners Affairs in Dubai launched an international driving permit service at the Customer Happiness Centre in Terminal 3 Arrivals, with the RTA, the Emirates Automobile and Touring Club and Amer. It is open 24 hours a day and the application takes about five minutes.
It is for citizens and residents who already hold a valid UAE driving licence, so it does not help a visitor. Bring your Emirates ID, your UAE licence, a copy of your passport and a personal photograph. The permit is valid for one year from the date of issue and is used alongside your UAE licence, not instead of it.
On the cost the sources differ, so treat the counter as the authority: Emirates 24|7 puts the fee at about AED 170 plus VAT, while Khaleej Times reported that the announcement did not state a fee at all.

Every rental runs on the RTA unified car rental contract. You are verified by a one-time password, you sign digitally by link or on our agent's tablet, and you then get an email with your copy of the contract and a text message confirming the rental, the plate number and the start and end dates.
