How black points work across the seven emirates, why Dubai is different, the exact steps to clear points earned in another emirate on a Dubai licence, and what it all means on a rental car.

Black points in Dubai are the part of a traffic fine that does not show up on the receipt. The money gets paid and forgotten. The points stay on your file, and enough of them take your licence away.

We run a rental fleet in Dubai as an RTA-authorised dealer and agency, and black points come up constantly - usually from a customer who got a fine in Sharjah or Abu Dhabi on a Dubai licence and cannot work out why it will not let them pay. This guide covers how the points system works, what is different about Dubai, and the exact steps to clear points earned in another emirate.

The short version

  • Black points UAE-wide are issued under federal law in all seven emirates and sit on your driving licence, not the car. The limit is 24 points in 12 months.

  • Most fines carry no points. Ordinary speeding only earns points once you are more than 50 km/h over the limit.

  • Dubai is different in one practical way: a Dubai fine that carries points can be paid straight away. In the other emirates the fine is locked until the points are assigned to a specific licence.

  • If you hold a Dubai licence and get points in another emirate, you first have to merge your Dubai traffic file with your federal file in person, then transfer the points through moi.gov.ae. Steps are below.

  • Points expire 12 months after the violation. A free traffic awareness course with Dubai or Abu Dhabi Police removes eight.

  • On a rental car, a Dubai fine reaches you as a charge. A points fine from another emirate needs you, the driver, to claim the points before anyone can pay it - and that is far easier to do before you return the car.

What black points are

A black point is a penalty recorded against a driving licence for a traffic violation that the law treats as dangerous rather than merely careless. They are issued under the federal traffic rules (Ministerial Resolution 178 of 2017 sets the schedule) and come on top of the fine, not instead of it. Some violations also carry a vehicle impoundment.

Two things about them that most drivers get wrong:

  • They attach to a licence, not a plate. A camera does not know who was driving. When a camera records a points violation, the points are held against the vehicle's traffic file until a driver claims them. That holding step is where most of the confusion in this article comes from.

  • They do not come with every fine. Parking, most speeding, and expired-document fines are money only. Points are reserved for a shorter list of behaviours.

Which violations carry points

The full federal schedule runs to more than 60 entries. These are the ones that actually turn up on a rental car in Dubai, with the points each one carries for a light vehicle. Fine amounts are deliberately left out - they change by emirate and by year, and the official Dubai Police list is the place to check them.

The speeding rows are the ones worth reading twice. Up to 50 km/h over the limit is a fine with no points. That is why a typical rental fine - 20 or 30 over on a radar - never touches your licence. It is also why the ones that do touch it are serious.

What happens at 24 points

Twenty-four points within 12 months and the licence is suspended. Dubai Police apply it in steps: three months the first time, six months the second, a year the third, after which the licence can be withdrawn and the driver has to retest. Any violation committed while at 24 goes to court.

Two violations can get you there in one afternoon. A red light and 80 over the limit is 35 points. Phone, seat belt and tailgating, the three most common 4-point violations, take six incidents.

Below 24 there is no formal penalty, but there is a warning stage. Dubai Police treat anything from 8 points up as a prompt to attend the awareness course, which is covered further down.

One law, seven emirates, two systems

Every emirate issues black points under the same federal schedule. What differs is the system that records them and what it lets you do with a fine before the points are sorted out.

Northern emirates means Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. Dubai keeps its own traffic file system, separate from the federal one the other six emirates share. A Dubai licence holder who has never been fined outside Dubai exists in the Dubai system only. The moment they are fined in Sharjah, a second file is created for them on the federal side - and the two do not talk to each other until they are merged.

That is the whole root of the problem the next section solves. In Dubai, points never stop you paying, so most drivers go years without ever having to deal with the points mechanism at all. The first time they meet it is on a locked fine from somewhere else.

Got points in another emirate on a Dubai licence? Here is how to clear them

The symptom: a fine from Sharjah or Abu Dhabi shows as non-payable in the Dubai Police or RTA app, and the MOI app says you do not have a traffic file. You have asked three authorities and been told three different things. Here is the sequence that actually works.

Step 0 - merge your traffic files (once, in person)

Go to a traffic and licensing station with your Emirates ID and your driving licence and ask them to merge your Dubai traffic file with your federal traffic file. It takes a few minutes at the counter. There is no online route for this step. You only ever do it once; after that your Dubai licence is visible to the federal system permanently.

Steps 1 to 6 - transfer the points to your licence

  1. Go to moi.gov.ae and log in with UAE Pass.

  2. Open Smart Services and search for "Register black points".

  3. Search for the vehicle by its plate number.

  4. Find the fine marked non-payable and open it.

  5. Choose Transfer.

  6. Enter the OTP sent to your registered mobile number. The points move from the vehicle to your licence and the fine becomes payable.

Then pay the fine through whichever app you prefer. One thing that throws people: after the transfer the fine can appear twice, once against the car and once against your licence. It is one fine. Pay it once and it clears from both.

If you skip Step 0, Step 2 will not find anything, because the service is looking for a federal file that does not include your licence yet.

How long points last, and how to get rid of them

  • They expire on their own. Each point drops off 12 months after the date of the violation. Paying the fine does not remove points; only time or a course does.

  • The awareness course removes eight. Dubai Police and Abu Dhabi Police each run a free traffic awareness course at their traffic department branches. Completing it takes eight points off your file. It is the only official shortcut.

  • Paying early does not help with points. Early-payment discounts reduce the fine. The points are unaffected.

How to check your points

  • Dubai licence: Dubai Police app or dubaipolice.gov.ae, log in with UAE Pass, open your profile and switch to the Traffic tab. Or call 901, press 2 then 4, and enter your licence number.

  • Abu Dhabi licence: TAMM app, My TAMM, swipe to the Black Points widget.

  • Northern emirates licence: MOI UAE app, home screen traffic summary.

How to do a black points check

Beyond the suspension threshold, points have three practical consequences people only discover late:

  • Unresolved points block renewals. A locked points fine from another emirate will stop a Dubai vehicle registration from renewing until it is cleared. If the car is yours, that is your problem the week your Mulkiya expires. If the car is a rental, it is the rental company's problem, which is why we chase these quickly.

  • Points follow the licence, not the emirate. Once your files are merged, points from Fujairah and points from Dubai count towards the same 24.

  • Insurance renewals see them. Insurers can look at your traffic record when pricing a policy. A clean file is worth something at renewal time.

Black points on a rental car

This is the part we deal with every week, so here is how it actually plays out rather than how the apps suggest it should.

A Dubai fine on a rental car

The fine lands on the car's traffic file, which is ours. We are notified, we match the date and time to the contract, and the fine is billed to the renter at cost plus our AED 30 admin fee, itemised. If the violation carried points, the fine is still payable immediately, so nothing is held up. The points themselves stay on the vehicle's file unless the renter chooses to claim them. For most renters, that is the end of it.

A points fine from Sharjah, Abu Dhabi or the northern emirates

Here the sequence is different and the renter is part of it. The fine arrives locked. It cannot be paid by us or by anyone until the points are assigned to a driving licence. That means:

  1. We identify the renter from the contract and contact them.

  2. The renter transfers the points to their own licence using the steps above (merging files first if they hold a Dubai licence).

  3. Once the points are on the renter's licence, the fine unlocks and gets paid.

The timing matters. If the renter has already returned the car, or worse, left the country, step 2 depends entirely on them logging in from wherever they are. Meanwhile a locked fine sits on a fleet car, and if the car's registration is due, it cannot renew. We have seen a single Sharjah fine hold a car off the road for weeks for that reason.

So the honest advice, from an operator's side: if you get flashed outside Dubai during a rental, check the MOI app before you return the car. If a points fine has appeared, claim it while the car is still with you. It is a two-minute job then and a long email chain later.

Foreign licence holders

Tourists driving on a recognised foreign licence do not hold a UAE traffic file, so there is no licence for the points to be assigned to. The fine is still owed and is billed through the rental company; the points, in practice, remain on the vehicle's file. The suspension mechanism simply does not reach a licence the UAE did not issue.

Impoundment

Some points violations carry a vehicle impoundment - 30 days for a red light, 60 for 80 over the limit. On a rental, the renter pays the impound release fee and the daily rental rate for every day the car is in the yard. This is the single most expensive thing a renter can do with our car, and it is almost always a red light or a speed that no one would defend. Our rental contract sets out exactly what is charged; there is nothing in it that is not in the fee schedule you see before you book.

Renting from us

Every fine on an Urban Go car is itemised at cost plus AED 30, and the full fee schedule is on the site before you book. If you are weighing up a monthly rental in Dubai, our fleet is here with real prices on every car. If you want to know how a fine reaches you during a rental and what the deposit covers, the deposit guide covers it.

Frequently asked questions

How many black points are allowed in Dubai?
Twenty-four within 12 months. At 24, the licence is suspended.
Do black points expire in the UAE?
Yes. Each point expires 12 months after the violation date. Paying the fine does not remove them.
Why is my traffic fine showing as non-payable?
Because it carries black points that have not yet been assigned to a driving licence. In Dubai this does not happen - points fines are payable immediately. In every other emirate, the fine stays locked until you transfer the points to your licence through MOI or TAMM.
I have a Dubai licence and MOI says I have no traffic file. What now?
Your Dubai file and your federal file have not been merged. Visit a traffic and licensing station with your Emirates ID and licence and ask for the merge. After that, the MOI "Register black points" service will find your fine.
How do I check black points on my licence?
Dubai: the Dubai Police app, Traffic tab, or call 901. Abu Dhabi: the TAMM app. Other emirates: the MOI UAE app. All of them log in with UAE Pass.
Do I get black points on a rental car?
Only if you claim them. Points are held on the vehicle's file until a driver assigns them to a licence. In Dubai the fine can be paid without that step. Outside Dubai the fine is locked until you do it, so you will be asked to.
Can the rental company transfer the points for me?
No. The transfer is done from the driver's own UAE Pass account and confirmed by OTP to the driver's phone. The rental company can identify you and walk you through it, but cannot do it on your behalf.
